Clarkesworld Magazine reopens to submissions

Publisher (and now, Editor) Neil Clarke reports that Clarkesworld Magazine is once again open to submissions. The magazine is still paying ten cents per word for fiction of 1,000-4,000 words.

However, with the new staff, some changes have been instituted:
* fiction submissions will only be accepted through the magazine's new online submissions systems (see this page).
* They'll be using form letters for rejections, instead of the previous personal rejections.
* Clarke has taken on the title of Editor, and has a new group of slush readers
