an absolutely essential discussion long overdue in american public discourse. after katrina, we can't be sure that fema and state/local disaster teams are prepared for a localized crisis, let alone something that affects the entire usa or the world. in fact, we can be pretty sure that the government isn't prepared for a major crisis and isn't actively doing anything about getting prepared.
